Minutes of the College Governance Committee
December 2, 2014

The meeting of the College Governance Committee (CGC) was called to order by Cheryl Cunningham at
1 p.m. in room 3213 in Bedford Hall.
Those in attendance included: Jane Pearson, Brent Lester, Jana Fedele, Margie Jones, Dianne Sykes, John Capps, John Poole, David Lightfoot, Kris Ogden, Ed McGee, Mike Bradford, Beth Walkup, Peter Dorman, Will Sandidge, Ruth Hendrick, Michelle Penner, Cheryl Cunningham, and Connie Deacon.

CGC Consent Agenda Items:

Approval of October 28, 2014 Minutes
Cheryl Cunningham asked for any corrections or additions to the minutes of the last meeting. There were none and minutes were duly approved as presented.

Revised PTSA request for Education Achievement Award
At the last meeting, the motion was made and passed to lay on the table the adoption of the Part-Time Staff Association’s recommendation to provide a monetary award for completion of Certificates/Degrees by part-time employees at Central Virginia Community College until this meeting.

Jana Fedele, Chairperson of the Part-Time Association, was asked at the last meeting to meet with Will Sandidge, John Poole and appropriate financial committees to discuss the monies.  Jana met with Will Sandidge and John Poole. 

One of the issues that needed to be discussed was the length of service requirement suggested at the September CGC meeting.  The Classified Staff Association does not have this requirement; therefore, John Poole doesn’t recommend that this be a requirement of the Part-Time Association.

Jana has made every effort to notify CVCC part-time employees of this opportunity and the need to have an accurate count of those who have received degrees/certificates during 01/01/10 – 12/31/14 (five years).  Jana emailed part-time employees twice and sent a letter through interoffice mail to each of the 120 part-time employees.  Jana received a total of 9 responses from those who have degrees/certificates in that 5-year period amounting to awards of $2,875.  Four more employees anticipate receiving degrees/certificates during 2015 for an additional $2,750 to be awarded in 2016. Part-time employees must apply for this award by March 1, 2015 for any degrees/certificates received prior to that date. The Human Resource Department will oversee this policy.  An employee will submit a copy of their graduation application before March 1st each year. A form will reside on the HR forms page. Transcripts and completed forms will be added to the recipient’s personnel file.

Per further discussion, to be eligible, part-time employees must have been employed by Central Virginia Community College at the time they earned this degree/certificate and when they apply for the award, breaks in service are allowable. This must be written in the policy per John Poole. Part-time employees can only be given cash awards because the State of Virginia does not allow part-time employees to have paid time off.

The total awards shall not exceed two-thousand dollars ($2,000) per part-time employee per fiscal year (same as in the policy for the Classified Staff). The monies will not come out of Professional Development per John Poole.

This Part-Time recommendation with the additional changes required by John Poole and discussed above was voted on and passed by majority with four dissenting votes.
